Articles of Impeachment: Part 1

            Trump is being railroaded. The Congressional Black Caucus rants they are, “appalled by the latest allegations against President Trump and officials in his administration. Recent news reports revealed President Trump used the power of his office to solicit interference in the upcoming 2020 election by China and Ukraine.”
            Grant’s VP Schuyler Colfax was part of the 1873 “Credit-Mobiler” scandal, Congressmen Wood and Tyner introduced resolutions, both went nowhere.  In 1973 Nixon VP Spiro Agnew was investigated for taking kickbacks. Rep. Paul Findley introduced HR 569 opening an inquiry, Agnew resigned on October 10, 1973.  Attempts were made against VP’s Bush41 and Dick Cheney.
            GOP Secretary of War, William Belknap was impeached by the House in 1876, and acquitted by the Senate.  Grant asked for his resignation. In 1922 GOP AG Harry Daugherty was accused of bootlegging, nothing happened. In 1932 GOP Treasury Secretary Andrew Mellon faced charges before the House Judiciary Committee, then Mellon resigned. On May 23, 1933 Rep. Louis McFadden called for of impeachment against GOP Treasury Secretary Eugene Meyer, and former GOP Secretaries Andrew Mellon and Ogden Mills, against Currency Comptroller JFT O’Connor, former Comptroller John Pole, four members and three former members of the Federal Reserve Board, all of which failed.  In 1939, Rep. J. Parnell Thomas offered an impeachment resolution against Democrat Labor Secretary Frances Perkins, and two other FDR administration officials, it died in the HJC. Democrat AG Griffin Bell had resolutions against him, which failed. In 2004 GOP Secretary of Defense Donald Rumsfeld faced HR 629, sponsored by Charles Rangel, but it died in the HJC. In 2007, Rep Jay Inslee and 31 others sought Impeachment against GOP AG Alberto Gonzales, who resigned.  In 2013 Rep Ted Toho announced an impeachment attempt against Democrat AG Eric Holder, but nothing happened to Holder.
            All 3 attempts to remove the Federal Reserve Board failed. On February 12, 1917, Rep Charles Lindbergh Sr. offered articles of impeachment against 5 members of the Federal Reserve Board. They were referred to the HJC. On March 3, the HJC submitted its report, HR Rep. 64-1628, citing a lack of evidence.  McFadden’s attempt is already noted. On March 7, 1985 Rep. Henry Gonzalez introduced HR 101 against Fed Chair Paul Volcker and 10 members of the Federal Open Market Committee and HR 102 against Volcker alone, which were tabled by the HJC. Gonzalez introduced bills in the next two congresses, which failed.  The History of impeachment against Ambassadors, Marshalls and Port Commissioners is long and laborious, although impeachment for unelected bureaucrats is appropriate.
John Tyler, a Democratic-Republican was the first President to be investigated. Many attempts failed, including by Rep John Minor in 1843, and John Quincy Adams, because Tyler’s use of the veto.  In 1860 Democrat James Buchanan faced the Covode Committee which couldn’t find cause, but condemned his administration.
            Democrat Andrew Johnson was faced impeachment attempts by Republicans over his obstructing affirmative action. In January 1867 he was accused of corruption, and in November 1867 a second attempt failed.  Johnson was impeached on February 24, 1868 and was acquitted by the Senate on May 16, 1868.  Republican Ulysses Grant faced impeachment. Secretary of War Belknap was investigated and resigned. Upon learning of the Whiskey ring, Grant removed his personal secretary Oliver Babcock. Attempts against Grant failed, but it made for Democrat talking points in the 1876 election.
In 1932-33, Herbert Hoover (GOP), faced 2 resolutions by McFadden, the measures were tabled. After Harry Truman (DEM) sacked McArthur in the Korean War: Reps George Bender and Paul Schaefer introduced separate bills, both of which died in committees controlled by Democrats.
            October 30, 1973, the HJC voted for impeachment inquiry against Richard Nixon (GOP). On February 6, 1974 the House passed a resolution giving the HJC authority to investigate.  The HJC voted for 3 articles of Impeachment.  Nixon’s tapes were subpoenaed and Nixon went to court to block the release of his tapes.  Losing his case, US v Nixon, he resigned on August 9, 1974. Contrary to what people say, Nixon was never impeached. Democrats used “Watergate” to elect Jimmy Carter in 1976.
            March 6, 1987, Rep Henry Gonzalez levelled impeachment charges against Ronald Reagan (GOP) over Iran-Contra. A special prosecutor was appointed, amounting to more hearings.  On January 16, 1991, Gonzalez introduced HR 34 against Bush41(GOP) for “starting” Desert Storm. The resolution died in the HJC. Gonzalez tried again with HR 86 on February 21, which failed.
            Bill Clinton(DEM) left a stain on Monica’s blue dress. He was impeached on December 19th, 1998 for perjury regarding the affair.  He was acquitted by the Senate. Bush43(GOP) faced several resolutions, from the anti-war crowd, which failed.
            Republican Donald Trump was attacked by America haters as soon as he won election.  On July 12, 2017, Reps Al Green and Brad Sherman introduced HR 438. This and later motions were tabled or died in committee.  On September 24, 2019, Pelosi announced an impeachment inquiry based on hearsay from leakers. A resolution of inquiry passed on October 31, in which all Republicans and two Dems voted against. Hearings began November 13.
            Remember the Constitution requires a two-third supermajority vote in both the House and Senate. While Trump is ahead in the polls, that has no bearing on the process.  Impeachment is a Constitutional process, not a recall election. Dems in swing districts many be facing some blowback, but people have short attention spans. Special Counsels are criminal investigations under the Attorney General, they are not a part of the impeach process.  They are sideshows, whether under Ken Starr, himself the subject of an impeachment attempt, or by Robert Muller.  Regarding the Ukrainians and rants of “Quid Pro Quo,” most foreign policy is a form of Quid Pro-Quo, even many interventionists aren’t into funding our enemies. No foreign nation has automatic claim to our tax dollars. I vote Constitution Party, but no one deserves a constant barrage of phony allegations by greasy snitches.  Democrats introduced Articles of Impeachment against every GOP President since Nixon, with the exception of Gerald Ford.  They impeachment happy brats, yet the two impeached Presidents were both Democrats.  No Republican President has ever been impeached or removed, as of 12/1/19.
